Compare quotes on a request for quote

/api/v1/procurement/rfqs/{id}/comparison

Returns a side-by-side matrix with one row per item and one column per vendor, showing rate, lead time, minimum order quantity and extended amount, with flags for cheapest rate, shortest lead time and quantities below the vendor minimum. The award step validates against this same comparison.
